The City of Prichard was pleased to receive a state appropriation intended to support improvements to our long-closed Mitchell Library. This administration fully supports reopening the library and providing this much-needed resource to our community.

However, upon taking office, we discovered significant concerns regarding how the funds were being utilized. The state appropriation was awarded for a comprehensive study and planning phase, which was to include architectural plans, construction documents, and community engagement before any construction work began. Unfortunately, we found that construction activities had started without evidence that the required study, planning documents, or compliance steps had been completed. Proceeding in that manner placed the City at risk of being out of compliance with the terms under which the funds were awarded. To protect the City and preserve our relationship with our state partners, we made the responsible decision to pause construction. We have been in communication with the Alabama Department of Economic and Community Affairs , the granting agency, and are pursuing an extension to ensure the project is brought back into compliance and placed on the proper path forward. Our goal is to safeguard taxpayer dollars while positioning the project for long-term success. It is important to clarify that this pause was not an attempt to halt progress, but rather to correct the process. Proper sequencing matters. The comprehensive study and architectural planning phase must come first; construction is the second phase. We currently have no verified documentation showing that those initial requirements were completed before work began. My administration has discovered inconsistencies in project requisitions and contracts that required review to ensure accountability and transparency. As Mayor, I have a fiduciary responsibility to ensure that all city projects are handled properly, in compliance with funding requirements, and in a way that protects the integrity of our City. Our focus is not conflict; it is compliance, accountability, and long-term success for the citizens of Prichard. This administration remains committed to reopening the Mitchell Library.
