However, he praised the administration for having already created a £1m reserve for the 2032 staging. “It’s a sensible approach [and] it gives a clear message that we’re actually thinking about the Guild and dealing with [it] now - and not in 2032, or very close to it,” Cllr Whittam said.Deputy council leader - and cabinet member for resources - Martyn Rawlinson insisted that the authority was “on with it”.

The motion was defeated by 20 votes to 15, with two abstentions - one from Labour Garrison ward councillor Amber Afzal and the other, unusually, from a cabinet member: culture and arts portfolio-holder Peter Kelly.
