A man in Portland, Oregon was arrested on Sunday after making numerous threats to police and calling 911 over 40 times in a three-hour period. The man, identified as Cody Lee Miller, was taken into custody after yelling at neighbors for using a leaf blower. He faces charges of aggravated harassment and improper use of the emergency communications system.

Police in Portland , Oregon responded to a disturbance call on Sunday evening in the 2300 block of SW Cedar Street. The caller reported that a man later identified as Cody Lee Miller, 37, had been yelling at neighbors for using a leaf blower in their driveway. Dispatch records further indicated that Miller had called 911 a staggering 42 times within a three-hour period, making numerous threats during his calls.

These threats included warnings that he would walk into a police precinct and start shooting, and a chilling declaration that he wanted to know the location of a neighbor's child's phone so he could cut off his head. According to authorities, Miller was located at Washington Park and subsequently arrested. American Medical Response was called to the scene to treat a cut on Miller's hand.Court documents reveal that Miller's arraignment has been delayed twice due to concerns regarding the use of force employed by police during his arrest. He is scheduled to be arraigned Wednesday morning on charges of aggravated harassment and improper use of the emergency communications system. Records show that Miller has a history of criminal convictions, including assault on a public safety officer in 2013, felon in possession of a firearm in 2014, and criminal trespass in 2011, all in Douglas County, Oregon. He is currently being held without bail for a parole violation stemming from a 2015 case in Multnomah County, Oregon.During his 2015 incarceration, Miller reportedly told jail staff that he heard voices inside a church telling him, 'I am a computer, I am your God and you will submit.' He also disclosed having previously lived in Florida, Montana, and Alaska.
