Ministers are among those to have been criticised by the final report from the Infected Blood Inquiry, notably the then Tory health minister Ken Clarke. The current government will outline compensation for victims in light of the findings.

While the infected blood scandal played out in the 1970s and 1980s, Rishi Sunak's government has been accused of compounding victims' suffering with the 'sluggish pace' of compensation. An inquiry into the disaster in the NHS said the prime minister's insistence on waiting for its conclusion before making a final decision on redress has 'perpetuated the injustice for victims'.

In 2021, the government commissioned a study to provide advice on a potential compensation framework, but did not fulfil its promise to publish its response to the recommendations alongside their release in 2022 - and has still not done so.Only in early 2023 - a year after the government received the recommendations - did a small ministerial group meet for the first time to discuss financial redress, and a new Department of Health and Social Care team was established to analyse the costs.
