In 2017 Crispian Olver unleashed his book How to Steal a City: The Battle for Nelson Mandela Bay – An Inside Account.
Examples abound of Florence Matomela House, the ANC regional office in Port Elizabeth, simply giving instructions to those at city hall. The political analysis of the shenanigans in the Bay is richer because of the two narratives, which, while dispiriting and depressing, provide invaluable insights into how political parties in power have the propensity to conflate “the state” and “the party”.The narratives, although specifically focused on the ANC in that metro, broach deeper questions about issues of local governance in the country.
The case of Andile Lungisa’s R21.9 million drain-cleaning scheme, run in cahoots with the likes of the late businessperson Baba Ningi, which was not budgeted for and unwarranted, is a good case in point. How many tenders are issued to companies that are simply fronts for political mandarins? How many tenders are issued to business vultures and then the cash channelled back to the governing party as donations?
Although Olver’s narrative could be characterised as “episodic” and “epochal”, while Ndletyana’s could be characterised as “historical” and is heavily laden with the minutiae of elections in local government, both give context to the issues.
