Police say a driver who was 'completely naked from the waist down' and possibly impaired struck two pedestrians, killing a teenager and injuring a man, before crashing into parked cars in West Philadelphia.

Authorities say 27-year-old Zaire Semaj Adams was driving a Toyota Highlander reported stolen in Montgomery County when he struck a 16-year-old and 20-year-old in the crosswalk at 44th and Lancaster Wednesday night. The teenager, identified by police as James Sanders, was rushed to Penn-Presbyterian Hospital where he died. The 21-year-old suffered a broken ankle and was also treated at Penn-Presbyterian.
