Steve Wilkinson, who was hired and fired as safety director within a week in March, testified that he had told Mayor Michelle Blanton, Law Director Kendra Kinney and Human Resources Manager Valerie Dilley about the problem: "I made Michelle, Kendra and Valerie aware of police misconduct prior to being hired, officers in Circleville were not qualified to OPOTA firearm standards," he said OPOTA is the Ohio Peace Officers Training Academy, a state agency under the attorney general's office that sets training requirements for state law enforcement officers.LEPD Firearms , a sworn police officer himself and certified firearms instructor who trains several officers a year.
