Currently in the Galar region, Pokémon Horizons has sent its heroes on a detour to meet up with gym leader Kabu, who Ash never met, in the hopes that he can tell them something about the Black Rayquaza. Hearing their goal, Kabu agrees to give them a little training to help prepare for their eventual encounter with Rayquaza.

Gym Leader Kabu is a Beloved Local Celebrity Liko and Roy first met Kabu at the end of episode 19, which saw many people nearby react with surprise and pleasure at a sighting of their local gym leader. He offered to let a child visit his gym later, and complimented Liko on her battling. When it came to info on Rayquaza, Kabu did have some, but he insisted on helping them to train a little before divulging it.

Between Kabu and Scarlet and Violet's Brassius, the series is giving the distinct impression that being a gym leader also means being a community leader in some ways, helping new trainers to learn how to handle Pokémon and providing them with the tools to grow on their own. Since Ash almost always engaged with gym leaders on a challenger level, his interactions with them tended to be pretty different.

Since champions have often been portrayed as protectors of their regions, it does seem pretty reasonable that gym leaders would similarly have a protective and supportive role within the cities they're based out of. Portraying the gym leaders in this way does make them come across as respectable figures still, whose power comes with responsibilities to more than just their own Pokémon or gym.
