Plans for futuristic telecoms in East Lancs receive mixed reviews
Proposals put forward for a generation of futuristic telecoms and digital hubs to sprout from the pavements of an East Lancashire borough to replace telephone kiosks are receiving mixed views.
Four have been approved and two turned down. Planning permission has been given for the hubs outside 62 Bolton Road in Blackburn; outside the Reel Cinema in Nab Lane, Blackburn; on the footpath along Railway Road, Blackburn and installation of a proposed replacement BT Street Hub and on the footpath outside 13 Northgate in Blackburn .
“Overall, it is considered the proposed street hub in this location is an appropriate addition to the street scene, and presents no amenity impacts or highway safety concerns.” Planning officers say in both cases: “The proposed BT Street Hub by virtue of its siting, size and design is considered to cause harm to the setting of the nearby Grade II Listed Buildings, to the overall character and appearance of the Conservation Area, and visual amenity of the street scene. This harm arising to designated heritage assets should be afforded great weight and would not be outweighed by the public benefits of the proposal.
