The rationale behind this reduction was the removal of almost all of the contingency fund, with the strong suggestion that the library meet its budget. because inflation and other economic factors had increased the cost of its expansion from an estimated $66 million in the spring of 2021 by a whopping $26 million.

The library has not yet tendered the construction contract, but it is expected to do that in the spring. That contract is expected to cover both remediation of the site and construction.
