LOS ANGELES — Government regulators Thursday granted California’s largest utility an unusual exemption that could allow the state’s last nuclear power plant to continue running after the expiration of its federal operating licenses, a key piece of a contentious proposal to keep the reactors producing electricity for years to come.
Environmentalists said the NRC staff contorted its own rules in an attempt to keep the aging plant online in what amounted to an ominous sign for plant safety in a region crisscrossed by earthquake faults. The Newsom administration is pushing to expand solar power and other clean energy, as the state aims to cut emissions by 40% below 1990 levels by 2030. Nuclear power doesn’t produce carbon pollution like fossil fuels. But it leaves behind waste that can remain dangerously radioactive for centuries.Newsom’s decision last year to support a longer operating run for Diablo Canyon shocked environmentalists and anti-nuclear advocates because he had once been a leading voice for closing the plant.
In documents submitted to the NRC, the company said the exemption “will not present an undue risk to the public health and safety.”
