Specifically, the petitioners pointed to supposed discrepancies between the transmission and receipt of election returns from the precinct level to the Comelec’s Transparency Server during the 2022 national and local elections.
Comelec’s Accumulated VCM transmissions also showed VCM transmissions peaked at the second hour, while Reception Logs uploaded by Comelec on March 23, 2023, showed that it peaked at the first hour. The petitioners also noted during the Joint Congressional Oversight Committee hearing on the Automated Election, it was discovered that Comelec and Smartmatic allegedly made a change in protocols before the May 9 elections.This supposedly prevented the tracing of the actual source of transmission of votes from precincts going into the server.
