A large group gathered to participate in a forum in which the Dallas Regional Chamber hosted a discussion event to detail and discuss charter amendment proposals at El Centro College in Dallas on October 17, 2024, ahead of the upcoming elections.Dallas is looking for ways to overcome a $4 billion shortfall in its two pension systems, and propositions on the Nov. 5 ballot aim to help finance retirement payments for past, present and future city employees.
The code change excludes the city auditor from term limits and adds more oversight from the city into the fund’s performance. It’s a follow-up to aBack then, the fund sued the city after council members approved term limits on board members picked by the fund. The suit said the City Council couldn’t make unilateral changes related to the pension without the approval of the pension board and voters.
A bipartisan group of mayors, officials and police chiefs have said Proposition U would force the city to cut services like libraries. Meanwhile, supporters of the propositions say the proposals will help the city ramp up public safety services.Proposition A, which will tackle the civilian fund, has not garnered the type of criticism that Prop U has. Dallas police recently introduced changes to grooming standards to improve morale. They also gave cops 7% pay raises and first responders a market-pay increase of 7.23%. This year, however, the city was tasked with devising a plan to increase its contributions and close the gap in the civilian and uniformed pension systems.The shortfall for ERF, the city’s civilian pension system, is $1 billion. For the DPFP, which serves public safety officers, the gap is $3 billion.
