Barb Gleim, a Republican from Cumberland County, advocates for legislation restricting transgender students' participation in school athletics, claiming it protects women's sports and Title IX rights. Only about 38% of Pennsylvania's LGBTQ population resides in jurisdictions with explicit LGBTQ-inclusive local nondiscrimination protections, highlighting the need for statewide equal protection
