Pennsylvania is penalizing low-income workers | PennLive letters

The threshold to qualify for Tax Forgiveness has not been increased since 1999.

Two things separate Pennsylvania from most other states: 1) necessities like clothing, food, and medicine are not taxed under its Sales Tax, and 2) Since the inception of the Personal Income Tax, Pennsylvania has provided for “Tax Forgiveness” for low-income workers.

Unfortunately the threshold to qualify for tax forgiveness has not been increased since 1999, effectively reducing the amount of forgiveness by 70% because of inflation. During that same period, salaries for legislators, judges and other high officials have increased by over 70% because of an annual and automatic cost of living adjustment which protects those salaries from inflation.

It’s time, yes past time, for the legislature and the governor to correct this injustice and bring the threshold for tax forgiveness up to what it should be in 2023, and then keep it current, using the same COLA afforded legislators!
