In defending the decision, Pelosi said that a formal vote to start an inquiry isn’t mentioned in the Constitution, though past impeachment inquiries have begun with a formal vote on the House floor.: House Democrats have launched an impeachment inquiry into Trump in response to a phone call between Trump and Ukraine’s president, Volodymyr Zelensky.
