The price tag also grew. A plan once estimated at $17.6 billion of surplus tax revenue now sits at about $21.2 billion after senators piled on pay bonuses for teachers and other tax cuts.
“I can’t think of a better property tax bill that you could possibly pass, and you’ve done brilliant work,” Patrick said. “You know the good news about the special session? The bill has only gotten better.”The House signaled Wednesday that it would again pass Abbott’s plan. That’s what it did at the outset of the first special session, before immediately adjourning. However, this time around, the House could be poised to negotiate with the Senate.
All year, top GOP leaders have linked teacher pay raises to school choice bills that would spend taxpayer money on private school tuition. Patrick said that in addition to the bonuses, teachers who own homes would receive sizable property-tax cuts under the Senate bill. “Teachers in Highland Park ISD would see a $6k bonus while teachers in Dallas ISD would only get $2k,” Texas AFT’s Quinzi said in an email.It would have been fairer to give more experienced teachers a bigger bump – or just “give $4k to each teacher with a standard certificate,” she said.The latest property tax cut plans comes as the Senate and House have remained at loggerheads over how to best distribute about half of ato tamp down property tax bills.
