Rusesabagina, 66, has long been a critic of Paul Kagame, the country's president since 2000 and former Rwanda Patriotic Front commander, and has lived in the United States and Belgium recently in fear of arrest. Rusesabagina has been charged with"terrorism, arson, kidnap and murder perpetrated against unarmed, innocent Rwandan civilians on Rwandan territory," according to the RIB.and received the Presidential Medal of Freedom in 2005 from President George W. Bush, was a hotel manager during the 1994 Rwandan genocide, using his business and influence to shelter over 1,200 citizens and transport them to safety.

Around 800,000 Rwandans, mostly Tutsi but also moderate Hutus, were murdered in 1994 by Hutu extremists over the course of 100 days. Kagame came to prominence for his role in quelling the genocide in 1994, and while he's also credited with bringing stability and economic growth to the country, he's considered an authoritarian figure that ruthlessly stamps out dissent.
