Batay umano ito sa rekomendasyon ng Office of Civil Defense at Department of the Interior and Local Government. Sa ulat ng weather bureau na PAGASA, namataan si Kristine sa 390 kilometers east ng Virac, Catanduanes, taglay ang pinakamalakas na hangin na 65 kilometers per hour malapit sa gitna at pagbugso na hanggang 80 kph.
