THE assault on citizen sensibility was so egregious that even the most loyal super-majority has finally cracked under the weight of the indefensible. The House of Representatives leadership decided to jettison the confidential funds asked by civilian agencies whose mandates are not directly involved in national defense and security. At the top of the chopping block was the combined P650 million requested by Vice President Sara Duterte for the Office of the Vice President (OVP) and the Department of Education (DepEd).
All it took was the incessant, low-key but precise and constant interpellations and challenges from the Makabayan bloc, composed of three party-list representatives, namely France Castro of ACT Teachers, Arlene Brosas of Gabriela and Raoul Manuel of Kabataan.
Others say that what may have hastened the downfall of the confidential funds of the OVP and the DepEd was the bad optics of millions being asked for in the face of the relatively underfunded Philippine Coast Guard , which was battling the harassment from the well-funded Chinese navy, coast guard and maritime militia.
