Parliament recommends dissolution of Ditsobotla municipality
Parliament has recommended the dissolution of the ailing Ditsobotla Local Municipality in North West on Monday, a month after a mayor, speaker, and municipality manager were eventually appointed after ANC factional battles had seen the local municipality being led by two councils.The portfolio committee on cooperative governance and traditional affairs resolved to recommend that the National Council of Provinces should approve the intervention at Ditsobotla in line with the Constitution.
The parallel municipal council contention also made it difficult to implement executive and legislative obligations, which negatively impacted the residents of the municipality.“Another, even greater, concern for the committee is the existence of what appears to be criminal elements within the municipality, which is the root of the non-compliance with legislation and supply chain management policy,” read the statement.
“The committee also questioned the appointment of skilled and qualified municipal officials who would ensure that functions were implemented with the highest professionalism and in compliance with the requirements of the National Development Plan to build a capable and developmental state.” The committee resolved that a skills audit was required to ascertain what skills were available within the municipality and which skills needed to be extended.
