City says plan should free up spaces for more people, help pay for needed services
The city’s Department of Transportation has recommended installing the parking meters on Bellevue Avenue from Perkins Street to Grand Avenue, Lakeshore Avenue from MacArthur Boulevard to Lake Merritt Boulevard, Lake Merritt Boulevard from East 12th Street to Oak Street, and Lakeside Drive from 17th street to Jackson Street.
People would pay either at a kiosk or through a phone app, and parking enforcers would use automated license plate readers instead of getting out to inspect parking receipts. The problem became acute during the pandemic as people seeking outdoor relief and fun into the night drew the resentment of adjoining neighbors in increasingly expensive apartments and homes.
Lake access and restrictions long have been contentious issues, however, and the specter of gentrification has heated up the debate in recent years.
