He specifically pointed to sanctions imposed on former Paraguayan President Horacio Cartes and his businesses, claiming they damaged the bilateral relationship. Peña called for the replacement of the US ambassador to Paraguay, expressing hope for a more positive future under Trump's administration.

Cartes served as president from 2013 to 2018. The sanctions were imposed on Tabacalera del Este, Paraguay’s largest cigarette manufacturer.
