Kerajaan Persekutuan perlu memastikan usaha meningkatkan pertahanan di perairan Sabah dan Sarawak direalisasikan bagi memastikan kedaulatan negara serta keselamatan rakyat di kedua-dua wilayah itu terjamin.

Pada masa sama katanya, Sarawak juga satu-satunya wilayah yang tidak mempunyai pangkalan TLDM sedangkan Sabah memiliki lima pangkalan manakala Semenanjung juga lima. “Kedua-dua wilayah ini saling berkaitan, justeru tiada kompromi jika melibatkan keselamatan rakyat, kedaulatan dan kepentingan negara,” katanya dalam satu kenyataan, di sini hari ini.
Dr. Daud berkata, keperluan sama juga harus ditingkatkan di Sabah khususnya aset ketenteraan sedia ada yang sudah terlalu lama, malah tidak mampu menyaingi ancaman ketenteraan moden.
