Desperate to reverse the seemingly ceaseless tide of death, Mayor London Breed wants to require addicts receiving cash assistance from The City to first agree to treatment.
But Breed’s proposal came under immediate fire from Board of Supervisors President Aaron Peskin, who criticized The City’s inability to curtail open-air drug markets under her watch and said Breed was “desperately“If she can’t find the way to prevent several hundred brazen criminals from selling deadly drugs how does she think she will find the resources to drug-test thousands of welfare recipients?” Peskin said in a statement.
Asked by The Examiner whether she could point to another city or state that has implemented a similar policy and found success, Breed did not — but she said, “We can get you that information.” City officials stressed that the proposal would not affect the elderly or people with children who are on assistance programs. The legislation would apply only to The City’s General Assistance program, for which only low-income single adults between 18 and 65 are eligible. The City is required by the state to offer such assistance, as is every other county in California.
Between 2018 and 2020, about 20% of those interviewed during the application process for General Assistance self-disclosed a drug problem, according to Breed’s office. Breed suggested Tuesday that the actual rate is likely higher.
