WILLIAMSPORT – A Lycoming County man accused of threatening to use his belt to whip a 6-year-old special education student had all the required clearances to work with children despite having a criminal record. That was revealed about Reginald E. Gallman by Merakey, a Lafayette Hill-based agency that assigned him as a behavior health therapist for the child.
