Even if the state enacts the waylaid general appropriations bill, further deal-making over accompanying fiscal codes is likely.

Pennsylvania Senate President Pro Tempore Kim Ward, R-Westmoreland County, said Friday afternoon that the state Senate “will return” in August to finish the waylaid general appropriations bill, although it remains uncertain how the rest of the state budget process may pan out. Ward, the head of the Republican-controlled chamber, has suggested to news outlets over the past week that the Senate would return earlier than its next scheduled session date in September to push forward on the budget process., with the state’s fiscal year having ended June 30 – a delay brought on by a dispute between the GOP Senate, the Democratic-majority House, and Democratic Gov. Josh Shapiro over a proposed school voucher program.
