Supporters of Proposition 33, a statewide California rent control ballot measure, brought their high energy ‘Yes on 33’ campaign to paradegoers during San Diego’s annual Pride Parade on Saturday, July 20, 2024 in San Diego. Californians will have opportunity to vote for rent control expansion in the state on the Nov. 5, 2024, ballot. Proposition 33 is as straightforward as they come. It repeals the Costa-Hawkins Rental Housing Act.

That’s it. The only question the measure asks is should communities in California have the ability to adopt rent regulations if they so choose? I believe the answer is yes. If Costa-Hawkins is repealed, some jurisdictions will consider and pass regulations on rent increases. These regulations will involve some form of “rent stabilization,” in which annual increases in rent are limited to a fixed percentage and/or pegged to some measure of inflation . Some might impose vacancy controls as well. Any measure would certainly exempt new construction, likely for at least 15 years after construction. Also, becausenearly 30 percent are paying more than 50 percent.

Will rent control solve our shortage of affordable housing? No. It isn’t intended to do so. Proposition 33 enables local communities to decide whether to regulate rents to alleviate the immediate impoverishment, suffering and displacement of renters.
