San Francisco should be a world-class city. In many ways, it is. It has some of the brightest minds on the planet, temperate weather year-round, and top-notch food.

For example, San Francisco’s next mayor could win an election on the promise of one vision for addressing homelessness, but the Department of Homelessness and Supportive Housing might direct city employees to take another approach, and the five commissions overseeing homelessness might still have different directives.

This is great for members of the Board of Supervisors who can obstruct the mayor’s progress and then blame her for it when they run for mayor one day. But it will stymie the next mayor, too, no matter who they are, while the rest of us pay the price.
