Let’s address compatibility first. The Planning Department on one hand maintains that “missing middle housing” consists of town homes, row homes, triplexes, fourplexes and small-scale multifamily; but, on the other hand, it proposed regulations that affect their scale and volume, such as a Floor Area Ratio of three, that would allow much larger buildings. And we know which option developers would choose.

The Senate Bill 10 proposal will increase the value of the land under existing buildings, making them more expensive and less affordable to home buyers. While a few lots might be utilized for missing middle housing, the rest of the single-family homes would become less affordable. A similar program, the approved ADU Density Bonus Program, has already increased prices.
