Opinion: It's time for a bigger, better North America [Opinion]

Both are editors of the new book “The next North American Leaders’ Summit , planned for next month in Mexico City, presents an opportunity to reconsider the importance of our neighborhood.
Because our societies and economics are so interconnected, investments in building bigger and better North American relationships can pay crucial, needed dividends at home.
This experience suggests that governments must create a favorable policy environment and incentives, and the private sector and civil society should take the lead in matters of implementation and execution. Instead, North America has been built from the bottom up, and closer regional ties should continue to be pursued that way. Visions of North America on a European model have little traction.
Of course, closer North American cooperation has been proposed — and frustrated — before. These difficulties bring to mind President Eisenhower’s sage advice: “Whenever I run into a problem I can’t solve, I always make it bigger.” So, while North America 2.0 should build from the region’s strengths, this agenda should posit a broader scope for the region: from Colombia to the Arctic and from Barbados to Hawaii.
