Iowa and New Hampshire voters are reportedly vexed with California Sen. Kamala Harris, who hasn’t spent much time in their states since announcing her presidential candidacy. As the primaries approach, you’ll be likelier to find her at California’s In-N-Out Burger or Texas’ Magnolia Café than at Iowa’s Pizza Ranch or New Hampshire’s Red Arrow Diner.
It appears Ms. Harris and her team have paid close attention to delegate rules and the changes to the primary calendar.
