California, a longtime leader in innovative mental health research, is facing a critical juncture in its mission to support veterans and advance groundbreaking medical research, which has come to a standstill since 2023.
This alarming pause is due to a state law that requires an advisory board in the California Attorney General’s Office, the Research Advisory Panel of California, to review and approve all scientific and medical research on cannabis or hallucinogenic drugs, as well as the treatment of substance abuse disorders. Panel approval is a precondition to conducting such research in California.
Assembly Bill 2841, introduced by Assemblymember Marie Waldron, R-Escondido, would authorize the panel to resume holding closed sessions to review and approve urgent research and maintain the integrity of the panel’s peer review process. This change is needed immediately to ensure that critical research can proceed again in California, and that the state can once again lead the way in advancing mental health care for veterans and all its citizens.
