Former Vice President Joe Biden has made it clear that if he jumps into the 2020 presidential race, he will run as the Democrat with the foreign-policy chops the country needs. Central America, increasingly important to U.S. national security, is one region on which he fancies himself an expert.
That claim took a hit on Tuesday when Guatemala issued an arrest warrant for former Attorney General Thelma Aldana on charges that include falsification of documents and tax fraud.
