Penalties for violating the code could range from removal as a riding-association leader to temporary or permanent banning from the party

Ontario’s governing Progressive Conservatives are considering a code of conduct for all their members, part of a quiet trend in Canadian politics that has some party activists worried about unduly restricting the rank and file.

Conservative MPP Belinda Karahalios has introduced a private member’s bill aimed at one of the most controversial aspects of internal party affairs, trying to make the nomination of candidates more fair and transparent. The party is allowed to have internal debate but no one should use their position to discriminate against others, Patterson is quoted as saying in the minutes. Party activist John Mykytyshyn, often an outspoken critic of Conservative leadership, said the code could lay out clear standards for behaviour, as the party is currently able to remove members somewhat arbitrarily.

The party will not comment officially because the document has yet to be approved, said Conservative spokesman Marcus Mattinson.
