Mr B was told that because he had given his myGov login details to a person he did not know to help claim a COVID-19 assistance payment, there was no unauthorised activity and no fraud had taken place. Mr B was told he had to repay the money because incorrect information had been lodged in his name. , Mr B was eventually able to provide a police report and evidence showing the refund was not paid into his bank account.The case is contained in a new report into tax identity fraud by Inspector-General of Taxation Karen Payne. Her investigation found ATO officials believed Mr B had acted recklessly in providing his myGov login details to someone he did not know, but did not consider the proportionality of the repayment demand.

It said the ATO should not pay out high-risk refunds without adequate authentication of bank account details. Taxpayers should be required to verify changes directly.
