Walters intends for the Bible to be referenced as a study of history, civilizations, ethics, and comparative religion.

State Superintendent Ryan Walters announced all Oklahoma schools are now required to incorporate the Bible , which includes the Ten Commandments, as instructional support.According to Walters , the mandate aligns with educational standards that were approved in May 2019 and all districts must comply.“The Bible is an indispensable historical and cultural touchstone,” said Walters .

The Oklahoma chapter of the Council on American-Islamic Relations condemned Walter's mandate, saying it's a "clear violation of the Constitution's Establishment Clause". We adamantly oppose any requirements that religion be forcefully taught or required as a part of lesson plans in public schools, in Oklahoma, or anywhere else in the country. As the Constitution outlines, religious freedom allows for the academic instruction of religion in subjects such as geography, social studies, and history.
