NEW: A state judge has rejected a plan from Ohio officials to delay the state's primary from March 17 to June 2 because of coronavirus concerns. The judge called it a 'terrible precedent.'

With hours to go before poll workers will begin opening voting sites, it's not clear whether the Ohio election will go forward. "People should not have to choose between their rights and their health," said DeWine earlier in the day.
