Statewide, 53 townships and municipalities either failed to apply for the COVID-19 stimulus dollars or opted to return the dollars to the state, according to data from The Ohio Grants Partnership. Of those, 48 did not apply for the grant money.
CLEVELAND, Ohio -- Dozens of small governments throughout Ohio turned down their share of a combined $3.6 million in American Rescue Plan Act funding.
The cities that failed to apply are small, with some having fewer than 100 people. However, most small towns successfully applied for and received the grant money. On paper, these ARPA funds are easy money for local governments, even those too small to hire teams of attorneys and grant writers. For one, the application process does not require governments to specify exactly how the money will be spent, and categories for acceptable uses of the money are somewhat broad.
But large governments also have more resources to take on the additional bureaucracy that comes with that. For example,in April 2022 hiring Squire Patton Boggs to help write grant applications.
