Contracts with Interfaith Community Services provide services for people seeking permanent homes.
An Oceanside commission has recommended the city extend its contracts with Interfaith Community Services for efforts to find permanent housing for people living in camps along the state Route 78 corridor.
Interfaith will receive about $2.6 million for three contracts in fiscal 2026-27 if the Oceanside City Council approves the extension later this year, as unanimously recommended last week by the city’s Housing Commission. Funding for the agreements is from an $11.3 million, three-year grant that the state’s Encampment Resolution Fund awarded to Oceanside and Carlsbad together in 2024.
The cities use the money for programs that help find homes and provide support services for an estimated 200 unsheltered individuals along a 3.6-mile border shared by the two cities between Interstate 5 and Vista. One of the Interfaith contracts is for $1.75 million to provide “outreach, case management, and stabilization services,” according to a city report. A separate contract for $1,125,330 pays for a “rapid rehousing program” available to qualified individuals.
A third agreement, for $233,000 in the next fiscal year, covers “bridge housing,” which is generally a place for people to stay temporarily while working with counselors to obtain a more permanent home. Interfaith owns 12 transitional housing units in Oceanside, including three dedicated to bridge housing. Those three units can accommodate up to 24 individuals annually with an average stay of 90 to 120 days, according to the city report.
The bridge housing program served 23 households, including three with children, between April 1, 2025, and April 1 of this year, said Salvador Ramon, a senior management analyst for the city.
“It’s longer-term housing that provides stability and support for those executing a housing plan,” Ramon said. “It is a controlled environment … there are services available to provide a safe environment while securing permanent housing. ” People in bridge housing can move into places such as Greenbrier Village, a 60-apartment building that opened in 2024 on Greenbrier Drive in Oceanside with case management and support services for its residents.
Oceanside has three more supportive housing developments planned or under construction, including 111 affordable apartments expected to open by the end of this year along the eastern side of El Camino Real, about two blocks north of state Route 78. Carlsbad received $5.3 million of the state grant for programs run by the nonprofit Community Resource Center, the Whole Person Care Clinic, and the La Posada de Guadalupe shelter run by Catholic Charities.
