NEW YORK -- Police Commissioner Jessica Tisch delivered the annual State of the NYPD address on Thursday, outlining the department's priorities and challenges ahead. The speech provided Tisch with an opportunity to discuss what's working, what's not, and to present her vision for 2025. Tisch highlighted several new initiatives, including zone-based policing , a three-part subway crime plan, the introduction of a quality-of-life division , and expanded mental health training .
She emphasized that overall index crime was down in 2024, noting a 28% decrease in shooting incidents so far this year. Tisch attributed this positive trend to zone-based policing, stating that 650 additional officers have been reassigned from desk jobs to high-crime areas. She explained that the quality-of-life division will feature 'Q teams' responding to complaints and a Q-Stat tracking system to monitor citywide issues.Regarding subway safety, the commissioner outlined a three-part plan to address crime within the transit system. This plan involves redeploying 200 officers to trains and platforms, where, according to Tisch, 78% of underground crime occurs. 'These moves are already showing results,' she stated. 'In January, major crime in transit is down 36% from last year and 29% below pre-pandemic levels.' However, Tisch acknowledged that people still don't feel safe, which is why the second part of the plan began this week, adding hundreds more officers to the subway system to ensure two police officers patrol every overnight train. Tisch also expressed her commitment to boosting morale within the NYPD, recognizing that the department is still recovering from the 'defund-the-police' movements. She emphasized her efforts to increase recruitment back to 35,000 officers. The commissioner reiterated the NYPD's stance against participating in immigration enforcement but clarified that criminals will be held accountable regardless of their immigration status. Mayor Eric Adams attended the speech, making his first public appearance since announcing his limited schedule due to an undisclosed illness. He addressed rumors circulating about his potential resignation amid a corruption probe, calling them 'stupid.' Adams stated, 'Who started this stupid rumor that I was stepping down on Friday? Are you out of your mind?' He added, 'And you know what's fascinating? You have to be of a great level of wisdom to understand what is playing out on the great stage of politics in New York City.
