Drivers with disabilities or health conditions that prevent them from using mass transit can apply for a "disability exemption." The exemption also extends to organizations that transport people with disabilities, including Access-A-Ride, ambulette services, and certain school transportation providers operating in the congestion zone.Emergency vehicles, buses, and commuter vans licensed by the city’s Taxi and Limousine Commission are also exempt from the toll.
