New York City prosecutors on Tuesday announced the arrest of several individuals accused of granting driver’s licenses to noncitizens through a city driving school. A state Supreme Court indictment obtained by The National News Desk accuses T&E driving school of facilitating a “corrupt network” of government employees and driving instructors.

These individuals allegedly accepted cash from noncitizens in exchange for falsifying or bypassing the road test process required to become licensed. Among those listed in the document are Wei Xian Tan, Weiwen Tan, Winnie Yang, Aji Idicula, Tianna Andolina, Edward Queen, Wen Feng Yang, Yaofeng Huang, Chongrong Liao, Waikeung Wong, Jun Li, Jie Chen, Chufeng Xu and Xuanqun Qiu. Local authorities said they cooperated with state and federal law enforcement to launch Operation Road Test, which uncovered the scheme. The defendants allegedly used social media to advertise their services to guarantee licenses and “exploit the Chinese community.” Those accused received a combined 139 charges including Impairing the Integrity of a Government Licensing Examination, Falsifying Business Records, Tampering with Public Records, and Identity Theft. “The consequences of these actions are grave, District Attorney Michael McMahon told The National News Desk. “Countless individuals are now driving on our roads without ever having demonstrated the basic skills necessary to do so safely.” “Let me be clear, this was not a victimless crime,” he added. “This has created a public safety crisis, putting innocent lives at risk each day. Moreover, every fraudulently obtained license represents not only a danger on the roads, but also a potential threat to homeland security, as a state-issued I.D., can be used to access buildings, board planes, and commit a host of other potential illicit acts.” An online listing for T&E driving school indicates the business is now “permanently closed.” One review for the business appears to disclose details of the alleged scheme. “The coach does not provide any substantial help at all, and what he teaches students even has many mistakes and omissions,” a translation of the review claims. “He looks like a pig, and he also buys and sells driver's licenses.
