Nov. 2022 Election: Q&A with Vivian Moreno, candidate San Diego City Council District 8 [Opinion]

, according to an Independent Budget Analyst report, and likely more given the increase in vacancies since the report’s publication. I will continue to fight for funding to fill the existing vacant sworn police officer positions, and at the same time I will call on SDPD to develop a new five-year staffing plan.

A: The San Diego Police Department plays an absolutely crucial role in deterring and responding to crime. We need to invest in real community policing so that SDPD has the staffing necessary to have a consistent presence in our neighborhoods to deter crime, and relationships with the community necessary to be effective. Q: San Diego has been criticized for its use of Smart Streetlights and gunshot-detection technology. What is the right amount of surveillance and how do you balance this technology against privacy and equity concerns? A: I voted to put the repeal of the People’s Ordinance on the ballot in November. This issue has been the subject of three grand jury reports, and the voters have not had a chance to vote on it in decades. If the ballot measure passes, it will allow the city greater flexibility to manage its solid waste collection system, similar to every other city in California.
