Earlier in the proceedings, Tipps declared a doubt into Medeiros’ mental ability to meaningfully assist in his own defense after a state hospital report concluded Medeiros was mentally competent. Tipps said Medeiros, despite his newly administered antipsychotic medications, maintained specific delusions that made providing effective counsel difficult.In her report, the psychologist noted that Medeiros would likely not be competent if taken off psychiatric medication.
