North Korean leader Kim Jong-un to announce a new five-year plan in January aimed to overhaul country's economy battered by sanctions and coronavirus
North Korean leader Kim Jong-un addresses a plenary meeting of the Central Committee of the Workers' Party of Korea in North Korea, in this photo released on August 20, 2020.
The report by Pyongyang’s official Korean Central News Agency didn't directly mention nuclear diplomacy with the United States, which has stalled over disagreements in exchanging sanctions relief and denuclearisation steps. But experts say the Covid-19 crisis has clearly derailed some of Kim's major economic goals after North Korea imposed a lockdown that significantly reduced trade with China — its major ally and economic lifeline — and likely hampered its ability to mobilise its workforce.
During the 2016 congress, Kim declared that his country will not use its nuclear weapons first unless its sovereignty is invaded and proposed talks with the South.
