A suspected ICBM was launched from the Soonan area in Pyongyang, the North Korean capital, toward the country’s eastern waters around 10:15 a.m. , South Korea’s Joint Chiefs of Staff said. The launch is still being analyzed. It was most likely developmental as North Korea tries to improve its ICBMs, said Ankit Panda, a senior fellow in the nuclear policy program at the Carnegie Endowment for International Peace in Washington.
