Republicans also earmarked $160 million for various reproductive, adoption, and paid family leave initiatives.Surrounded by abortion rights activists, Cooper issued a rallying cry for his supporters to help Democrats recapture state legislature seats.

The veto launches a major test for leaders of the GOP-controlled General Assembly to attempt to override Cooper’s veto. Cooper is a strong abortion-rights supporter.
