No permission for Blackburn's Blakey Moor Terrace demolition work as councillors urged to say 'yes'
Councillors have been recommended to approve a planning application for a dramatic redesign of a historic row of buildings at the centre of a £3.8m Blackburn town centre heritage refurbishment.
The application and linked listed building consent request for the 1800s buildings will be considered by Blackburn with Darwen Borough Council’s planning and highways committee on Thursday night . The regeneration is a key part of the £3.8m Blakey Moor Townscape Heritage Project to create a new leisure and cultural quarter.When builders started work they discovered the storms in February had left part of the block structurally unsound and beyond economic repair. It has now been demolished.
“As well as the visual benefits of the development, introduction of a new eatery will supplement the existing retail and leisure/entertainment offers within the Northgate area, including King Georges Hall and the new cinema, thereby contributing towards the sustainability of Blackburn Town Centre. “The amendment arises due to the need to demolish and rebuild the building due to its evident structural instability, as confirmed by extensive survey work. Subsequent to the passing of Storm Eunice the condition of the building was confirmed to have deteriorated to the extent that full demolition was necessary.
