No one will face criminal charges in the death of Paul M. Kattouf after he was shot on State Street on June 23, according to the Dauphin County DA.

Kattouf after he was shot on State Street on June 23 following a road rage incident in which he pepper spray ed a pregnant woman and a child, according to Dauphin County District Attorney Fran Chardo .

The Harrisburg Bureau of Police investigated the homicide, and says under Pennsylvania statutes relating to the use of deadly force in self-protection and the protection of others, the defense applies in this case. The shooter who used deadly force decided in a matter of seconds to protect his family, the DA says. Chardo also says the family was traveling to take someone to work on the west shore when Kattouf allegedly yelled at them over a traffic matter.

Kattouf reportedly traveled ahead of the family after the verbal interaction, and the woman in the car called 911 at this time to report the incident as road rage. Kattouf pulled into a parking spot on the 200 block of State Street, in front of the Cathedral of Saint Patrick, according to the DA. While on the phone with 911, the family reportedly stopped behind Kattouf's car to relate the license plate as they were getting ready to cross the South Bridge.
